JavaScript error when hovering over menu items

Problem/Motivation

When hovering over navigation menu items with submenus, it causes the following JavaScript error.

Uncaught DOMException: Element.closest: '[object HTMLButtonElement]' is not a valid selector

Steps to reproduce

  1. Hover or click on a navigation menu item that contains a popover.
  2. Notice the error in the console.
