Add support for guzzle_options

Problem/Motivation

Provided process plugin skip_on_404 use GuzzleHttp client to check if file exists, but there is no way to provide options for this request (to support redirects, for example).

Proposed resolution

Need to provide guzzle_options to configuration of this process plugin, like we have for download plugin in core.
