Unable to change the parent link in stage workspace

Problem/Motivation

You can only change the hierarchy for the published version of this menu link.

Steps to reproduce

When we switch to stage workspace and tried to edit the menu item parent link getting the error " You can only change the hierarchy for the published version of this menu link."
if we switch back to live site and do the same changes in menu its working as expected

Note that the `wse_menu` submodule of the Workspaces Extra → module provides a temporary solution for this, by storing the entire menu tree per-workspace in a custom entity type.
