Problem/Motivation

navigation-block.admin.css snuck in as part of 📌 Create an administration UI for managing Navigation Sections Needs work as raw CSS, without a PostCSS source file.

Proposed resolution

Add it as PostCSS, run the build, and commit both the PostCSS and CSS files.
