Send entire API key for every API call

Problem/Motivation

GC Notify now requires that requests send entire API key for every API call. If you don't, there will be the error message "GC Notify error 403: AuthError: Invalid token: Enter your full API key".

Steps to reproduce

Make a request to GC Notify.

Proposed resolution

Remove the call to substr() which causes message_gcnotify to send only part of the API key.
