Add type declarations

Problem/Motivation

I was debugging a custom plugin. I would have found the bug faster if scheduler_field had made full use of type declarations.

Proposed resolution

Add type declarations everywhere that it is possible.

API changes

None except that some misuse of functions would raise immediate errors instead of errors deeper in the code.
