webform CAPTCHA elements not respecting the CAPTCHA whitelisting of IP addresses

question: how come the CAPTCHA elements in Webforms (added as CAPTCHA elements, through the webforms UI, not through any custom code) are not taking into the account the IP address whitelisting of CAPTCHA? are they integrated in some way that is bypassing that whitelist, which is working properly in other forms? what is the workaround?

if there was a way to switch off CAPTCHA globally, for all webforms, without having to remove the CAPTCHA element from each webform, that would fix our testing issue as well, however there doesn't seem to be a way to do that. have i missed something?

(this is with Webforms 6.2.2 and CAPTCHA 2.0.5 on Drupal 10.2.4 , but we were having the same problem with Webforms 6.1.5 and CAPTCHA 2.0.5 on Drupal 9.4.15 )
