I am linking this to the same issue that you opened in Captcha module. Is this really a bug in two modules? How do you know?
The ip address override is a relatively new feature: #2220275: Allow for skipping captcha based on IP Address or IP Range β .
- I can confirm the IP address override works outside of Webform.
- I can confirm the IP address override does not work inside Webform.
Yes the integration is a bit custom. I don't think you will get a full explanation of the system here because it is open-source.
That said I think I have a fix.

my apologies for creating two issues, but i honestly wasn't sure if the problem was in some API that the Captcha module was providing, or in something that Webforms was doing, so i wanted maintainers of both modules to see the problem.
that means i can probably just close that issue in the Captcha issues queue then.
i look forward to trying your MR to see if it works for me.
