Remove patch for config ignore

Problem/Motivation

Patch 2973431 for config_ignore is commited to the module and does no longer apply.
This gives an error when installing rocketship_core and config_ignore is already at 3.2.

Steps to reproduce

composer require 'drupal/config_ignore'
composer require 'drupal/rocketship_core'

Proposed resolution

Remove the patch and set required version to 3.2
