Shortcut menu should not be always open when it has active items

Problem/Motivation

The shortcut menu remains always open if there are active menu items inside it. For example, I have the content list in the shortcuts. If I navigate to the page, the shortcut menu is now always visible. Note that in the screenshot, I'm not hovering the shortcuts.

Proposed resolution

Shortcut menu should not be always open when it has active items.
