Add Templates as CKEditor Widgets

Problem/Motivation

When adding templates where the top level element is a <div> there isn't a way to have the cursor leave the template without editing the source directly and adding a paragraph or some other html tag.

Steps to reproduce

Create a template with a div the parent element
Add the template to a text field
Attempt to move the cursor either by clicking or by hitting 'Enter' to leave the template

Proposed resolution

When inserting a template it should be wrapped in the CKEditor widget.
