Search all setting is not respected

Problem/Motivation

For referencing existing files, the setting for searching all file types: 'No (only fields with the same field base will be searched)' is not respected. The reference widget searches all files, not just files from that entity type.

When setting it to search all fields, there are no results.

Steps to reproduce

Set the setting and search for a file from the other field base.
