Split system status report CSS out to its own library

Problem/Motivation

See 📌 Move system/base component CSS to respective libraries where they exist Fixed .

system/base includes three CSS file for the status report, but it could probably be in its own library (or even multiple libraries) then attached when building the status report instead (which are not usually on every page, or even many pages).

      css/components/system-status-counter.css: { weight: -10 }
      css/components/system-status-report-counters.css: { weight: -10 }
      css/components/system-status-report-general-info.css: { weight: -10 }
