Disable hover auto popover?

Thanks @eswiderski for taking the time to fill this bug! We've changed slightly the designs and we're going to change the interaction used to open submenus to use a drawer. If you're interested on it the work is happening in 📌 [META] Implement the final design system Fixed .
Changing this to postponed until that's implemented.

Closing this since we've updated the designs and merge Navigation into core as experimental, so this doesn't apply anymore.
