hook_tmgmt_job_before|after_request_translation documentation is incorrect

Problem/Motivation

#2731939: Add hooks to alter the behavior during the request translation to the translators → introduced the hook_tmgmt_job_before_request_translation() and hook_tmgmt_job_after_request_translation() hooks but the documentation from tmgmt.api.php is incorrect. Both of these hooks receive an array of JobInterface items and not a single one.

Proposed resolution

Update documentation.
