Missing key for "pt-pt" language

Problem/Motivation

Currently there is no "plural forms" value for "pt-pt", while it is available in the plural formula service.

Proposed resolution

Ideally, we would use the "getFormula" method from the plural formular service, but apparently this is tied to https://www.drupal.org/node/2882617 → . So for now I will just add a patch that adds this value to the _potx_get_plural_form method.
