Upgraded from D9 with CKEditor 4 to D10 with CKEditor 5. When I use the Embed Media button now, there is no way to set the view mode as you could before. If there was only one view mode selectable, it did not show up before, but became available when there was a real option to choose between view modes. Now, even though I have the option to select multiple view modes for an image, it does not appear in the configuration popup. See attached image.

Solved! There is a Config button further up the Text Format page that has a checkbox that needs to be enabled. See image.
It might be worth turning this into a documentation task to help other people who run into the same problem.
