cannot save sections

Problem/Motivation

I can't save sections.

Drupal\Component\Plugin\Exception\ContextException: The entity context is not a valid context. in Drupal\layout_builder\Plugin\SectionStorage\SectionStorageBase->getContextDefinition() (line 150 of /home/rachel/subdomain/rachelDev/web/core/lib/Drupal/Core/Plugin/ContextAwarePluginTrait.php).

Steps to reproduce

using Drupal 10.2.3

add a section. click save button. fill form. Get error at top of screen.
