This causes problems when editing a node that has a menu item - the "Provide a menu link" checkbox is unchecked.

Is the complaint here that having the ability to set "always provide a menu" to always-on is problematic, as per:

https://www.drupal.org/node/3371646 → ?Feels like this is a config issue that has already been solved, and this particular issue can be solved by using that available config...
