Drupal core will require Queue Factories to implement QueueFactoryInterface

Problem/Motivation

📌 Queue factory services do not conform to an interface RTBC

Assigning to 5.x as its the highest development branch, though it will likely want/need this for the primary development branch of 4.x

We can possibly skip this in 3.x.

An interface backport appears to be planned for the next 10.2 patch release which would allow this to be implemented before 10.3.x
