Migration from old version does not work

When upgrading from D9 to D10, the drush update does not work reporting the following error:

[error]  The "taxonomy_term_reference_csv" plugin does not exist.

It seems that the field formatter id has changed between version 8.x-1.1 and 8.x-1.3.

Do you have an idea ?
