This issue is similar to 🐛 Circular reference detected for service "hook_event_dispatcher.module_handler" Active , but we are not using the hook_event_dispatcher module.

Attached patch disables the tracer plugin at all.
This is not what should be done, however it allows us for now to use webprofiler, which has a dependency on this module.

The issue seems to be related with Settings::get being called in TracerFactory, which causes the circular reference

It seems to be the same problem as 🐛 Circular reference detected for service "hook_event_dispatcher.module_handler" Active . I'm closing this as a duplicate and I'm committing a fix to the other issue.
