Logging only certain configurations

Hi!

As far as I see, for sites that already have this module installed, this setting will only be created if they save the config form.
The "$log_ignored_config_negate = $this->configFactory->get('config_log.settings')->get('log_ignored_config_negate');" line does not check if the setting exists or not.
