Does this module also provide a Banner?

Hi,
May be a stupid question, but I am not getting module https://www.drupal.org/project/eu_cookie_compliance → to work.
Does this great module also provide a banner for the anonymous user on which he/she can set their preferences?
And then when they select to reject the cookies, that the cookies are not set?
