Add permissions for who can execute batch operations in UI

Problem/Motivation

permissions are needed for who can execute batch operations in the UI. The one odd bit to this is the perms should be set by the main module even though they control the UI submodule. The UI submodule is intended to be toggled on when needed and we don't want the perms getting lost when it is disabled.

The permission 'administer codit batch operations' now exists. It is not wired to the form yet because the form does not exist, but the perm does.
