Fix WSOD when visiting the config_enforce page

Problem/Motivation

Running on Drupal 10.2.3, we get the following error when we enable the module and try to visit /admin/config/development/config_enforce/enforced_configs:

The website encountered an unexpected error. Try again later.

TypeError: call_user_func_array(): Argument #1 ($callback) must be a valid callback, class Drupal\config_enforce_devel\Form\EnforcedConfigs does not have a method "loadDefaultValuesFromConfig" in call_user_func_array() (line 1013 of core/lib/Drupal/Core/Form/FormBuilder.php).
