Implemented a solution to verify the presence of a URL for the parent menu item and ensured that the link maintains consistent styling. Nevertheless, this introduced a new challenge. In cases where a parent item has both a link and toolbar-popover functionality, it's necessary to ensure that the dropdown functionality is triggered only when clicking on the arrow icon, not the entire link. Addressing this issue will necessitate additional adjustments to the JS/CSS adjustments.

Seems like a duplicate for this issue which is postponed. https://www.drupal.org/project/navigation/issues/3402907 π Parent menu items with URLs are not linked to, do we make these available? Closed: outdated

This will create some accessibility issues. Let's say the arrow would be somehow separated from the link and you would TAB between left side and right side with the arrow... and pressing ENTER would open the link. The same with the mouse, pressing on the left side would open the link, pressing on the arrow would open the submenu.
On the collapsed sidebar there is no arrow. So, if you would TAB on the top element and press ENTER (to open the submenu), that would follow the link and you wouldn't be able to navigate around there.
