Support latest versions of drush for drush.services.yml

Problem/Motivation

During config import with -vvv flag, we can see message like this.
config_inspector commands loaded even though its constraint (^9) is incompatible with Drush 11.6.0. Broaden the constraint in modules/contrib/config_inspector/composer.json (see 'extra\drush\services' section) to remove this message.

drush cim -vvv

Support higher versions of drush than our basic version.

Ever since version 2.1.5 of Config Inspector, config_inspector.info.yml has already said:

core_version_requirement: ^9.2 || ^10 || ^11
OHHHHHHHH you're referring to drush.services.yml! TIL that has its own version constraint stuff. 😮
