My concern is that this was fixed and it seemed to have reverted somehow.

This might have been a second usage that wasn't caught in #3133792: Call to deprecated function drupal_get_user_timezone() → . That patch was for src/Plugin/views/row/IcalFieldsWizard.php, but you are referencing views_ical.module. I admit, if we are already replacing references to a deprecated function, I should have checked the rest of the code base for any additional uses. So that's on me. Will go ahead and apply your patch.

This should be in the new alpha13 release.
