Please provide the exact configuration of your widget and the configuration of votingapi.
Every User can vote unlimited times here.
Configure a widget, set fivestar template and choose percentage or points.
Delete previous user-votes, except the last one.
I see more issues on my dev installation, but i stop here for now. Maybe my dev system is broken.
