Allow to apply site wide breadcrumbs

Problem/Motivation

In this issue #3198500: Allow fallback on lower priority breadcrumb builders → we prevented from render custom breadcrumbs on all pages to allow other modules to fallback when CB configs are not matched. It will be nice to allow apply CB site wide using global configuration form.
