Organization pages do not have any way to upload images

Problem/Motivation

Users can add any image hosted on Drupal.org to an Organization page via the editor once it is uploaded but there is no way to upload an image from the organization page.

In order to upload a new image, you can:

Go to “Create an issue” on any project, like https://www.drupal.org/node/add/project-issue/drupal →
In the Files section, select the image you want from your computer and then “Upload”.
Right click the file name that appears under “File information” and “Copy link”.
Save and close the issue (otherwise the image will get garbage collected after a week)
Go back to the organization page and add an image with the Image button and paste the url.

Steps to reproduce

Visit an Organization page, see there is nowhere to add images.

Proposed resolution

Couple ideas:

Add an image field to the Organization content type
Wait until D10 and CKEditor Media
We do not want this

Images on organization pages are not really something we planned for. If we want them, we could add an image upload field or use CKEditor Media on D10
