Needs work
we're adding a 'special' render_cache_form cache tag that always prevents render caching (gets and sets), but only on non-cacheable requests.
Although I don't have a use case in mind, it seems possible that something else might want to do the same thing with it's own cache tag, so we could consider having a list on a container parameter, so that modules can add to it.
