Unable to import a page that original mark as language unspecified

Problem/Motivation

When exporting a content that was originally has no source language, it will import with warnings, saying "The content does not have a source language specified."

Steps to reproduce

* Create a node and set the language to "- Not speicfied"
* Save the node
* Export the translation using XLIF
* Verify that the source language says "und" in the XLIF
* Now change the target value in the XLIF file.
* Try importing the content via TMGMT file import.
* Notice the error.

Proposed resolution

* Make the source target fallback to the sites default language, instead of using LANGUAGE NOT SPECIFIED, to avoid the issues of not having to import the content.
