Turbo: Configuration and form for toggling Turbo features

While this module intends to work out of the box, some sites may need or want to change or disable certain Turbo features:

Prefetching/InstantClick:
- Enable/disable; defaults to enable
- The amount of time a prefetched response is kept by Turbo; Turbo defaults to 10 seconds
Various criteria that trigger a full page load (we can combine these as a hash into a single <meta> element):
- Deployment identifier changes
- Maybe some configurable paths?
Note that navigating to a different theme (e.g. between front-end and admin) will always trigger a full load and will not be configurable.
Enable/disable caching; this will only be implemented once 📌 Turbo: Re-enable Turbo cache once we can reliably detach before is cached Active is resolved
