Access denied on system.admin_structure route when Admin Toolbar Extra Tools is enabled

Problem/Motivation

Not sure if this module is causing the issue, but when the Admin Toolbar Extra Tools module is enabled, the "Structure" tab in the admin menu disappear for certain users. When I try to visit the /admin/structure path with one of these accounts, I get an CacheableAccessDeniedHttpException. I have two similar sites with this issue. Another site of me is also very similar, but does not have this issue. Commenting all custom code is not solving the issue, so I think it has something to do with specific configuration or it's conflicting with another module.

Steps to reproduce

I don't know what's needed to reproduce the issue, but I'm running Drupal 10.2.3 on PHP 8.2.15. An older version of the same site is running on Drupal 10.1.3 with PHP 8.1.27 and does not have this issue.

Find out what is causing the access denied error and fix the issue.

I had a similar issue and Google pointed me to this issue. However disabling admin toolbar extra tools did nothing for me. Later I found this issue: https://www.drupal.org/project/drupal/issues/3413508 🐛 Admin page access denied even when access is given to child items RTBC and that turned out to be the actual cause.

Just found this same thing, confirming 🐛 Admin page access denied even when access is given to child items RTBC fixed it. I think this can be closed as a duplicate.
