Ensure that Statistics does not get special core treatment

This is one of the final steps to deprecate/remove statistics in core now.

Looks like other core removals have tagged releases, this only has the dev release. I’m guessing that is enough to proceed.

composer require 'drupal/statistics:1.x-dev@dev'
