Problem/Motivation

Newer versions of Drupal require newer, supported PHP versions.
We can make use of some of the newer PHP features in this codebase.

Proposed resolution

Version 4.1.0 will drop support for any PHP version <8.1 and Drupal version <10.2

- Add dependency constraints to module info file
- Add dependency constraints to composer json file
