Bootstrap Collapse should move to the global scope

Problem/Motivation

There seems to be an inherent issue with the collapse module and bootstrap where importing it and creating a chunk of it creates more than one event listener.

Proposed resolution

Move any imports to collapse to index.js and make a note to not import it anywhere that would produce a chunk.
