I'm still able to reproduce this issue.
Steps:- Clear cache
- Open any admin page e.g. Content
- Open any page containing heading blocks, and they will disappear.
I removed one of the if statements to check admin pages, and after that, I will not be able to reproduce it.

I agree to the logic in #17.
Committing, and doing a quick fix release too.Please, report ( file a new follow up issue ) let keep this issue closes after the release.
The matrix for issues is big
- Back-End, Front-End
- PHP
8.1, PHP8.2, PHP8.3 - Drupal
9.5.x, Drupal10.2.x - Varbase
9.0.xwith D9, Varbase9.1.xwith D10, Varbase 10
When doing the jump to Drupal 10.2.3 and PHP 8.2

- Issue # 3347144 → : Form API #states property/states should use .once() to apply its rules (Can cause failures with BigPipe and possibly other situations)

- Issue #3190542 → : Layout Builder overrides section storage sets local tasks block cache max-age to 0 on content entity pages without overrides enabled
