Bottom section drop zone bad

Problem/Motivation

When you place a block into the bottom section drop zone it always places the block at the bottom of the page.

Steps to reproduce

  1. Create a Layout page
  2. Place a few sections with blocks in them
  3. Try to place a new block just below the top most section
  4. The block should be placed under the top most section and no longer skip down to the bottom of the page
  5. This same behavior should be fixed for moving a section and adding an empty section to that specific drop zone as well
