Assets aggregated for anonymous users

Problem/Motivation

For anonymous users, the assets are aggregated.

Steps to reproduce

1. enable CSS/JS aggregation
2. as an authenticated user, visit other pages on the site, then visit /unaggregated/page
3. check the links to CSS and JS files - they reference the initial files, as expected
4. as an anonymous user, visit other pages on the site, then visit /unaggregated/page
5. check the links to CSS and JS files - they reference /sites/default/files

I wasn't able to reproduce this locally, but it was happening on Acquia with 1.0.0-alpha3
