Getting same issue but not for admin user.
Stars are displaying for logged-in users -
Stars not showing for anonymous users only for Percentage and Rating format -
I experimented with a percentage vote-type.
The stars only display, if the "stars" formatter is selected. The obove mentioned formatters only display the number(s), so that the users can't vote (and see the percentage output at the same time).
If we miss a formatter "Stars + Percent", change this issue to a feature request.
