Add ability for surfaces to nest at least one level deep

Problem/Motivation

Sometimes we have a surface that has items in it that also need to implement their own surface. Say a section with text has a dark surface but there is a nested teaser card that always has a light surface. We need to be able to do that at least to that degree.

Proposed resolution

Add a selector ".priority" to the surfaces definitions to give more priority to nested surfaces. Additionally, default rules should go in the determined "default" surface integration. That means for instance moving all the default button color rules into say a light integration.
