Block output is cached globally instead of per element

The output of an adaptable block is cached with the block cache keys, resulting in a result being cached across the page.

- Add the same adaptable block to the same page and set different values.
- Open the page in non-edit mode: Both instances show the same result.

- Extend the cache key and add the cache tags with the pagedesigner element being rendered
