Post API needs a way to temporarily disable queueing

Problem/Motivation

As a user of the queue, there are times during maintenance or testing, where it would be helpful to be able to prevent things being added to the queue.

This could be done on the config setting page for the module.

This has been added. There is now a checkbox on the settings page to disable queueing.
