Support translated 403 and 404 pages

Problem/Motivation

The code currently assumes there is one 403 page and one 404 page, but they can be translated.

Steps to reproduce

  • Install/configure Drupal 9 or 10 with Umami profile
  • Install/configure quant_api module
  • Create a 404 page with translated content and set this in the site settings
  • Seed content
  • Go to /lkasdfjlksdajf and /es/lakjsdflkjsdf paths in Drupal and see 404s for each language
  • Do the same on the Quant site
  • Result: the same 404 page is shown for all languages
  • Expected result: translated 404 content is shown if available

TBD based on infrastructure.
