Legalweb script is not attached if "Activate Popup" setting is disabled

Currently if the setting "Activate Popup" is set to False, the whole legalweb JS script is not attached to page.

Go to Configuration -> Web Services -> LegalwebCloud, uncheck the checkbox "Activate Popup", save settings, clear the cache.

Update the module code to prevent a such behavior.

Remove the setting with confusing name. The popup display can be enabled/disabled via legalweb.io account.
