The use of custom buttons (yes/no for example) introduces a css file named /webform/css/--form_name-- which contains the button styling (from /modules/contrib/webform/modules/webform_options_custom/config/install/ webform_options_custom.webform_options_custom.buttons.yml).
It does not have .css suffix:

When then using the Inline All CSS module this produces an error:
InvalidArgumentException: The URI '/webform/css/--form_name--?s80r0z is invalid. You must use a valid URI scheme. in Drupal\Core\Url::fromUri() (line 293 of /var/www/intarsia_platform/web/core/lib/Drupal/Core/Url.php).
