Overview menu missing in all admin menus

There are no images attached here.

Support requests cannot be more than normal priority.

• What theme is that?
• What module is generating the drop-down menu?

I do not think this is anything to do with Drupal Core.

After a lot of research I found out that this problem was introduced by https://www.drupal.org/project/drupal/issues/296693 🐛 Restrict access to empty top level administration pages Fixed .
And solvable through https://www.drupal.org/project/drupal/issues/3413508 🐛 Admin page access denied even when access is given to child items RTBC applying the diff mentioned in the issue fork.

Adding active link 🐛 Admin page access denied even when access is given to child items RTBC to the issue which solves this problem, and for which this one is closed.
