CKE5 support

CKeditor 5 rejects this filter, saying: "filter implies this text format is not HTML anymore."

Try to enable this filter with a CKE5-based format.

A quick patch that converts this from a MARKUP type to TRANSFORM_IRREVERSIBLE

In the long term, a better solution will be needed.
